Sir:-

I have laid before the Marquess of Salisbury

your letter of the 26th ultimo, transmitting a copy

of a despatch from the Governor of Hong Kong, in

which His Excellency asks that a Passport may be

issued to Mr. T. H. Whitehead who proposes to travel

to Europe by way of Siberia.

In reply, I am directed by His Lordship to state

to you, for the information of Mr. Secretary Chamber-

lain, that it is against the Regulations for a Pass-

port to be sent abroad.

There seems no reason, however, why Mr. White-

head should not be supplied with a passport by the

Governor of Hong Kong.

September 1891, the Governors of Her Majesty's
